[Organisation Owners] Updates to congress org uk

To owners of congresses,
I'm just testing out a new mass mail thing to the chess congress online entry thing which I'm now calling congress.org.uk . There are suddenly a lot more of you, so I need a way to keep on touch. I've just loaded the latest ECF and Chess Scotland grades. I've also done the following updates:
-fixed issue in Swiss manager rating file where there were 2 different date formats.
-fixed mandatory DOB check for non-FIDE events (had wrong error message)
-made it check if under the rating limit when entering a FIDE rated congress.
-change the places left comment, so if it gets down to zero it says "Full" instead of "Less than 5"
-changed the pay to play fee for ECF congresses which have a junior section (ie age limit)
